The dual-use in the cluster starts before recruitment.
The new FENG instruments — in particular 2.33 FENG for the manufacture of dual-use items and 5.1 FENG for critical technologies — are an important signal for industrial and technological companies.
It is also a natural continuation of the discussion launched during the webinar Polish Agency for the Development of Entrepreneurship “Classes for Clusters: How to start with dual-use in the cluster?”.
In the National Key Cluster Association of Innovative Manufacturing Technologies (Cinnomatech) we have already started work with our clusters on identifying the potential of technologies, products, components, software and know-how that can fit into the dual-use area.
From the perspective of Cinnomatech dual-use is not just a matter of funding. This is an area where companies must simultaneously build technological, production, regulatory and implementation readiness.
Companies that want to develop products, technologies, components, software or know-how about dual-use potential must think in parallel of several layers:
• production and implementation readiness,
• classification of technologies and products,
• compliance and export control,
• cyber security and data protection and technical documentation,
• IP protection and transfer of know-how,
• resilience of supply chains,
• the capacity for legal, safe and scalable commercialisation.
Therefore, the role of clusters does not end with information about competitions. Clusters can help companies recognise the potential of technology, organise risks, combine R & D, industry and experts and prepare companies to act in the area of regulated innovation.
In dual-use, "we have a project" is not enough. A system is needed: from technology classification and compliance, cybersecurity and IP protection, to know-how transfer control and the ability to be commercially secure.
